Timing and fuel are not directly related, you may change either for various reasons, mostly decided by where you are on the track.
For what it's worth, we use collectors on the dyno and it doesn't seem to make any dramatic difference.

Loosen up pin fit in piston, be sure oil ring groove has a feed into the pin, be sure you have plenty of rod side clearance, put a big chamfer on...

Standard or high tension oil rings?
Brad is so secretive, he probably hasn't told anybody. ;)
We tried some TS gapless top rings, definitley less fuel in oil, but no measurable performance increase.
