Is there anything to be worried about if a blower has had its rotors repaired/welded and re-anodized if it was done at a professional shop?

No way would I buy a blower that has had the rotors welded. So what happened to require welding? Is this a Kobelco K-8 or K-9. If the rotors failed then check the case for repair also.

Yeah it's a Kobelco superman, w/ K-11's. Had some trash ran through it, the shop stripped the anodizing off the rotors, welded/repaired, then re-anodized it. New seals and stripes.

So did they balance the rotors? The way the rotors rotate the case would be messed up if trash went in the top beacuse the rotor both rotate outwards.

I'm not sure, he acted like this was a common practice.
