leak down testers

is a cly leak down tester what is used for checking and adjusting leakdown on barrel valves?why i'm asking is i'm finding some really good prices on e-bay..even found a snap-on that was only used 2 times for $150.00..if they are same then i assuming i just make up a hose with a AN fitting on one end to fit barrel valve is all i'd need to do then?
